Sinop şilebi faciası ve Kefken Barınağı

Abstract

Bu çalışmanın amacı, 1948 yılında Kefken Adası açıklarında batan Sinop şilebi faciasına yönelik gelişmeleri incelemektir. Özel bir denizcilik firmasına ait olan ve İstanbul Elektrik, Tramvay ve Tünel İdaresi adına kömür taşıyan Sinop şilebi, 30 Kasım-1 Aralık 1948 gecesi Kefken Adası açıklarında batmıştır. Şilebin 21 kişilik mürettebatından sadece iki kişi kurtulabilmiştir. Facianın ardından kamuoyunda geniş bir tartışma yaşanmış ve olaya yönelik bir soruşturma başlatılmıştır. Tartışmalar sırasında kazanın nedenleri sorgulanmış, ayrıca Kefken Adası’nda bir barınak eksikliği gündeme getirilmiştir. Bu açıdan söz konusu facia, 1946 yılında başlayan Kefken Adası’na bir barınak yapılması konusundaki faaliyetlerin daha somut bir hale gelmesine yol açmıştır. Ancak maddi yetersizlik ve coğrafi koşullar gibi etkenler Kefken Barınağı’nın inşa edilmesini geciktirmiştir. Bu bağlamda Demokrat Parti döneminde konuya yönelik bazı adımlar atılmasına karşın barınak tamamlanamamıştır. Kefken Barınağı 1960’lı yıllarda iki aşamalı olarak hizmete açılmıştır. Barınağın ilk bölümü, 1962 yılında açıldıktan sonra barınaktaki teknik donanım geliştirilmeye çalışılmış ve barınağın ikinci bölümü 1965 mali yılında tamamlanmıştır.

The aim of this study is to examine the developments related to the Sinop freighter disaster, which occurred off the coast of Kefken Island in 1948. The Sinop freighter, owned by a private maritime company and carrying coal on behalf of the Istanbul Electricity, Tramway and Tunnel Administration, sank off the coast of Kefken Island on the night of November 30 to December 1, 1948. Only two of the 21 crew members of the freighter survived. Following the disaster, there was a broad public debate, and an investigation was launched into the incident. During these discussions, the causes of the accident were questioned, and the lack of a shelter on Kefken Island was also brought up. In this respect, the disaster gave concrete form to the argument that a shelter needed to be built on Kefken Island, which had been expressed since 1946. However, factors such as financial difficulties and challenging geographical conditions delayed the construction of the Kefken Shelter. In this context, although some steps were taken regarding the issue during the Democratic Party period, the shelter was not completed. The Kefken Shelter was opened in two stages during the 1960s. After the first part of the shelter was opened in 1962, efforts were made to improve its technical equipment, and the second part of the shelter was completed in the fiscal year 1965.
