UNESCO 1948 İstanbul ve Beyrut toplantıları

Abstract

Birleşmiş Milletler Eğitim, Bilim ve Kültür Teşkilatı (UNESCO), 16 Kasım 1945’te kuruluş sözleşmesinin imzalanmasıyla oluşturulmuş ve 4 Kasım 1946’da faaliyete geçmiştir. Türkiye 20 Mayıs 1946’da UNESCO’ya üye olmuştur. UNESCO’nun her yıl düzenlediği genel konferanslardan üçüncüsünün 1948 yılında Beyrut’ta yapılması kararı alınmıştır. Beyrut Genel Konferansı’ndan önce, İstanbul’da 11-12 Kasım 1948 tarihleri arasında UNESCO Yönetim Kurulu toplantısı yapılmıştır. Bu toplantının ardından 17 Kasım-11 Aralık 1948’de Beyrut Genel Konferansı gerçekleştirilmiştir. Bu konferansta İstanbul toplantısında hazırlanan gündem konuşulmuş, ayrıca UNESCO’yu ilgilendiren diğer konular ele alınmıştır. Bu çalışmanın amacı 1948 yılında İstanbul’da yapılan UNESCO Yönetim Kurulu toplantısı ile Beyrut’taki genel konferans faaliyetlerinin incelenmesidir. Çalışmada, Cumhurbaşkanlığı Devlet Arşivleri Başkanlığı Cumhuriyet Arşivi ile Dışişleri Bakanlığı Türk Diplomatik Arşivi belgelerinin yanı sıra dönemin süreli yayınları, UNESCO yayınları ve ikinci el kaynaklar kullanılmıştır. Çalışmada elde edilen bulgular ışığında, İstanbul ve Beyrut’taki toplantıların hem UNESCO’nun faaliyetleri hem de Türkiye’nin uluslararası tanınırlığı açısından başarılı bir şekilde yapıldığı anlaşılmaktadır.The United Nations Educational, Scientific and Cultural Organization (UNESCO) was established with the signing of its founding treaty on November 16, 1945, and became operational on November 4, 1946. Türkiye became a member of UNESCO on May 20, 1946. It was decided that the third of the general conferences held annually by UNESCO would take place in Beirut in 1948. Prior to the Beirut General Conference, a UNESCO Executive Board meeting was held in Istanbul between November 11 and 12, 1948. Following this meeting, the Beirut General Conference was convened from November 17 to December 11, 1948. During this conference, the agenda prepared at the Istanbul meeting was discussed, and other matters concerning UNESCO were also addressed. The aim of this study is to examine the UNESCO Executive Board meeting held in Istanbul in 1948 and the subsequent general conference activities in Beirut. In the study, documents from the Presidency State Archives of Türkiye Republic Archive and the Diplomatic Archives of the Ministry of Foreign Affairs were utilized, alongside periodicals of the era, UNESCO publications, and secondary sources. In light of the findings obtained in the study, it is understood that the meetings in Istanbul and Beirut were conducted successfully in terms of both UNESCO’s activities and the international recognition of Türkiye.
