Arktik'te büyük meydan okuma: Çıkar dengesi

Abstract

Küresel menfaatlerin yeni çatışma alanı Kuzey Kutbu. Bu anlamda Arktik’i, bölge ülkeleri ya da bölge dışı ülkeler kapsamına indirgemek basit kalabilir. Çünkü, bölgede kıyısı olsun ya da olmasın Arktik’e taraf olan ülkelerin üye olduğu uluslararası kuruluşlar nedeniyle Arktik’e bağlantısı vardır. Bu durum bölgede yaşanan ve yaşanılacak olan olaylarında habercisi diyebiliriz. Gelecekte yeni bir rekabet alanı olan Arktik’e Çin üzerinden teorik olarak yaklaşımda bulunduğumuz bu çalışmayı diğer çalışmalardan ayıran özellik ise ‘Hegemonya’ ya da ‘Güç dengesi’ kapsamında değil ‘Çıkar Dengesi’ üzerinden ele almış olmasıdır. Çalışma kapsamında Çin’in sadece Rusya ile değil diğer ülkelerle de politik bir tutum içerisinde olduğu konu edilmiştir. Bu nedenle Amerika, Rusya ve Çin odaklı bu çalışmada, farklı teoriler üzerinden incelenme zorunluluğu gerekmektedir. Böylece çalışma içerisinde birçok teorik yapı incelenmiş ve veriler ile ispatlanmaya çalışılmıştır.

The new conflict area of global interests is the North Pole. In this sense, it may be simple to reduce the Arctic to regional countries or non-regional countries. Because, regardless of whether there is a coast in the region or not, countries that are parties to the Arctic have connections to the Arctic due to international organizations that are members. We can say that this situation is a precursor to the events experienced and to be experienced in the region. The feature that distinguishes this study, in which we theoretically approach the Arctic over China, which is a new competition area in the future, from other studies is that it deals with 'Balance of Interest' rather than 'Hegemony' or 'Balance of power'. Within the scope of the study, it was mentioned that China has a political attitude not only with Russia but also with other countries. Therefore, in this study focused on America, Russia and China, it is necessary to examine it through different theories. Thus, many theoretical structures were examined in the study and tried to be proven with data.
